Current vendor / technology
Pleasanton currently utilizes Flock Safety ALPR technology.
Replacement camera program
The 2025 agreement included 54 replacement ALPR cameras; the transition was largely completed by July 2026.
Former Vigilant federal-access error
The City says SDSBP remained eligible to search data from three still-operating Vigilant locations until July 8, 2026.
Did Border Patrol actually search?
The City cannot determine that because the former Vigilant system did not log outside-agency searches.
Current Flock sharing settings
The City says the Flock sharing list was rechecked and no unauthorized agencies are listed.
Semiannual audits
PPD says it performs semiannual ALPR audits reviewing searches by the department and outside agencies.
California sharing restriction
California law limits ALPR sharing; DOJ guidance excludes federal and out-of-state agencies from the statutory public-agency definition.
Access logs required
State law requires ALPR access records with search and user details.
What we are not claiming
We are not claiming Pleasanton's current Flock system has been proven to share data with federal or out-of-state agencies. We are not claiming Border Patrol actually searched the former Vigilant data; the City says the necessary logs do not exist. We are not treating the older 2023 two-year Vigilant retention figure as current because the July 2026 memo states that both the former Vigilant and current Flock systems retain data for thirty days.
